 EXECUTIVE ORDER D 2027

PROTECTING COLORADO AGRICULTURE, RANCHING, WATER RESOURCES, AND FOOD SECURITY FOR FUTURE GENERATIONS

WHEREAS, the State of Colorado's farms, ranches, forests, and watersheds are vital to the economic prosperity, food security, and cultural heritage of the people of Colorado; and

WHEREAS, scientific assessments project increasing risks associated with prolonged drought, reduced mountain snowpack, extreme heat events, wildfire activity, and water scarcity over the coming decades; and

WHEREAS, Colorado's agricultural producers, livestock operators, and rural communities require proactive planning and support to remain competitive, productive, and resilient; and

WHEREAS, ensuring a stable and affordable food supply is a matter of statewide importance affecting every resident of Colorado;

NOW, THEREFORE, I, the Governor of the State of Colorado, by virtue of the authority vested in me by the Constitution and laws of the State of Colorado, hereby order:

SECTION 1. COLORADO AGRICULTURAL RESILIENCY INITIATIVE

The Colorado Department of Agriculture shall establish the Colorado Agricultural Resiliency Initiative to coordinate statewide efforts to strengthen agricultural production against drought, extreme weather, wildfire, and water shortages.

SECTION 2. STATEWIDE AGRICULTURAL VULNERABILITY ASSESSMENT

Within 180 days, the Colorado Department of Agriculture, in cooperation with the Colorado Water Conservation Board and relevant state agencies, shall produce a comprehensive assessment identifying:

a. Areas at greatest risk from drought and water shortages;

b. Vulnerabilities within livestock production systems;

c. Threats to crop production and grazing lands;

d. Wildfire risks affecting agricultural operations;

e. Long-term food security concerns for Colorado residents.

SECTION 3. WATER CONSERVATION AND INFRASTRUCTURE

State agencies shall prioritize:

a. Expansion of agricultural water conservation technologies;

b. Modernization of irrigation systems;

c. Development of drought-resilient water storage projects;

d. Protection of critical watersheds and snowpack-dependent resources.

SECTION 4. LIVESTOCK PROTECTION PROGRAM

The Department of Agriculture shall develop recommendations for:

a. Heat-stress mitigation measures for livestock;

b. Emergency drought assistance planning;

c. Expanded veterinary support during climate emergencies;

d. Improved grazing land restoration practices.


SECTION 5. COLORADO FOOD SECURITY TASK FORCE

There is hereby established the Colorado Food Security Task Force composed of representatives from:

  • Colorado Department of Agriculture;

  • Colorado Water Conservation Board;

  • Colorado State University;

  • Agricultural producers;

  • Ranching organizations;

  • Tribal governments;

  • Rural county governments;

  • Food distribution stakeholders.

The Task Force shall submit recommendations within one year regarding strategies to maintain long-term food production capacity within Colorado.






SECTION 6. AGRICULTURAL INNOVATION

State agencies shall work with universities, private industry, and agricultural producers to promote:

a. Drought-resistant crop research;

b. Advanced irrigation technologies;

c. Water-efficient agricultural practices;

d. Climate-resilient livestock management;

e. Sustainable soil conservation methods.

SECTION 7. WILDFIRE PREVENTION AND RECOVERY

The Department of Natural Resources shall coordinate with agricultural stakeholders to:

a. Improve wildfire mitigation efforts affecting agricultural lands;

b. Accelerate recovery assistance following major wildfire events;

c. Expand vegetation management programs to reduce wildfire risk.


SECTION 8. ANNUAL REPORTING

Beginning one year from the date of this Order, participating agencies shall provide an annual report to the Governor detailing:

a. Progress achieved under this Order;

b. Remaining vulnerabilities;

c. Recommendations for legislative action.






SECTION 9. EFFECTIVE DATE

This Executive Order shall become effective immediately upon signature and shall remain in force until amended, superseded, or rescinded.
