EXECUTIVE ORDER D 2027
ESTABLISHING THE COLORADO MORAL INITIATIVE POINT SYSTEM (MIPS)
WHEREAS, the State of Colorado is committed to fostering civic responsibility, ethical conduct, volunteerism, public service, and community engagement;
WHEREAS, citizens who contribute positively to their communities strengthen public safety, economic prosperity, and the general welfare of the State;
WHEREAS, the State seeks innovative methods to recognize and encourage actions that improve the quality of life for all Coloradans;
NOW, THEREFORE, I, the Governor of the State of Colorado, by virtue of the authority vested in me by the Constitution and laws of the State of Colorado, hereby order the following:
SECTION 1. ESTABLISHMENT OF THE MORAL INITIATIVE POINT SYSTEM
The Colorado Moral Initiative Point System (MIPS) is hereby established as a voluntary statewide recognition and civic engagement program designed to encourage positive contributions to Colorado communities.
SECTION 2. PURPOSE
The purposes of MIPS shall be:
A. To encourage volunteerism and community service;
B. To recognize acts of civic responsibility and public stewardship;
C. To promote educational achievement and workforce development;
D. To strengthen neighborhoods through positive citizen engagement;
E. To create measurable incentives for participation in community improvement initiatives.
SECTION 3. POINT ELIGIBILITY
Subject to applicable law and verification procedures, participating citizens may earn points through activities including:
A. Community volunteer service;
B. Mentorship of youth and at-risk populations;
C. Participation in approved neighborhood improvement projects;
D. Environmental conservation and cleanup efforts;
E. Educational and workforce certification achievements;
F. Blood donation and approved public health initiatives;
G. Emergency preparedness and disaster response training;
H. Service to veterans, seniors, and individuals with disabilities.
SECTION 4. REWARDS AND RECOGNITION
State agencies shall explore opportunities to provide participating citizens with:
A. Certificates of civic achievement;
B. Public recognition awards;
C. Eligibility for certain state-sponsored scholarships or grant programs where authorized by law;
D. Priority consideration for state volunteer leadership programs;
E. Additional incentives as authorized by future legislation.
SECTION 5. INTERAGENCY TASK FORCE
A Colorado MIPS Task Force is hereby established and shall include representatives from:
A. The Governor's Office;
B. The Colorado Department of Human Services;
C. The Colorado Department of Education;
D. The Colorado Department of Public Health and Environment;
E. The Colorado Department of Labor and Employment;
F. Community organizations selected by the Governor.
The Task Force shall submit recommendations within 180 days regarding administration, verification standards, privacy protections, and implementation.
SECTION 6. PRIVACY AND FAIRNESS
No citizen shall be compelled to participate in MIPS.
Participation shall be voluntary.
No participant shall receive adverse treatment for non-participation.
The collection and use of personal information shall comply with all applicable federal and state privacy laws.
SECTION 7. REPORTING REQUIREMENTS
The Task Force shall provide annual reports to the Governor detailing:
A. Participation rates;
B. Community impact measurements;
C. Recommendations for improvement;
D. Fiscal impacts and cost-benefit analyses.

SECTION 8. EFFECTIVE DATE
This Executive Order shall become effective immediately upon signature and shall remain in effect until modified or rescinded by subsequent Executive Order.
