The Colorado Office of Mass Engagement

The Problem
Colorado government too often talks at people instead of listening to them.
Rural communities feel ignored. Urban residents feel unheard. Young people feel shut out. Working families feel decisions are made behind closed doors.
Government should listen first—and then act.
The Solution
As Governor, Fred Osborne will establish the Colorado Office of Mass Engagement, a permanent executive office dedicated to listening to the people, engaging communities statewide, and ensuring public voices shape real policy decisions.
This office will modernize democracy in Colorado—bringing government directly to the people, not the other way around.
What the Office Will Do
✔ Listen Everywhere
Hold town halls and listening sessions in every region of Colorado
Reach rural, mountain, tribal, and underserved communities
Go beyond Denver and the Front Range
✔ Modernize Civic Participation
Launch secure digital platforms for public input, surveys, and policy feedback
Make engagement accessible by phone, online, and in person
Provide multilingual and disability-accessible participation
✔ Make Government Accountable
Track what Coloradans say—and show how it influences policy
Publish public engagement reports so people see results, not empty promises
End “check-the-box” public hearings
✔ Coordinate Across State Government
Ensure all state agencies use consistent, meaningful engagement practices
Put citizen input at the front end of decision-making—not as an afterthought
✔ Engage Youth & Working Families
Expand youth civic leadership opportunities
Partner with schools, unions, faith groups, nonprofits, and local leaders. Rebuild trust between government and everyday Coloradans
Why This Matters
When people are heard:
Policies work better
Communities trust government
Corruption declines
Democracy grows stronger. This is about respect, transparency, and restoring faith in leadership.
How This Is Different
Unlike past administrations, this office will:
Report directly to the Governor.
Be measured by participation and outcomes—not press releases.
Be independent from political insiders and lobbyists.
This is not about optics.
It’s about action and accountability.
Fred Osborne’s Commitment
“As Governor, I will not govern from behind closed doors.
I will listen, engage, and lead—with the people of Colorado, not above them.”
Bottom Line
The Colorado Office of Mass Engagement will:
Give power back to the people.
Bring transparency to state government. Ensure every voice—rural or urban—matters.
Colorado deserves a government that listens.
"Hope is our Policy"

Colorado, it’s time for something different. My name is Frederick “Fred” Osborne — a small business owner, tradesman, and founder of Dude’s Laboring LLC right here in Colorado Springs. I’m stepping forward as a candidate for Governor because I believe our state should work for the people who actually build it.
